There is a way to guarantee that you get pictures like this.
All you need to do is:
(1) Put the camera on a tripod.
(2) Shut aperture WAY down (F22 maybe) so that the shutter will be open for a second or so.
(3) Have a reasonably long exposure time... half a second or more.
(4) Count down to the shutter release so the other person can nearly guarantee that their flash will go off in the time allotted.
Another way of doing this is to simply take a picture in the mirror.
That said, getting a shot like that without doing either of the above things is quite a coincidence.
